Empadronamiento Valladolid: registering your home with the Ayuntamiento

You register at the Ayuntamiento, not with the police: in the city, at the information office of the Casa Consistorial, entered from the Plaza de la Rinconada, with no appointment (cita previa was dropped in May 2023), or online on the sede electrónica. Bring the signed registration form, your passport or residence card (Europeans, the green certificate too) and a deed, lease or bill showing you live there; registering is free. Empadronamiento means being entered on the padrón municipal de habitantes, the roll of residents, and the volante or certificado it produces is a paper foreigners’ procedures often call for.

What you hold at the end

Your entry on the padrón, and a volante or certificado whenever an office asks for one.

One counter at the Casa Consistorial, or online

The Ayuntamiento’s office finder gives one place for the padrón in person: the information office of the Casa Consistorial, the town hall at Plaza Mayor 1, 47001, entered from the Plaza de la Rinconada. Its hours: 8:30–14:30 on weekdays, plus Thursday 17:00–19:00 between 1 October and 31 May. Phone 983 100 105, or 010 from within Valladolid; email cac@ava.es.

The Ayuntamiento states that its offices stopped using cita previa for in-person service on 16 May 2023, and marks the Casa Consistorial “cita previa suprimida”: you simply go. One page of its sede, the one for the housing report used in family reunification, still mentions booking an appointment; if that report is what you need, ask on 983 42 61 62 or 010 before going.

With a digital certificate, a username and password for the Ayuntamiento’s sede electrónica (its online office) or Cl@ve, you can file “Alta de empadronamiento en el municipio” online. The sede also takes a change of address within the city, a change of personal details, volantes and certificados, and the certificado de convivencia, which states who lives at an address. Requested online or on 983 100 105, volantes and certificados are posted to your registered address; with a digital certificate you can download them straight away.

What the Ayuntamiento asks you to bring

Summarised from the Ayuntamiento’s own pages. Take the originals; in person, passports and the Libro de Familia (the Spanish family book) also need a photocopy.

The Ayuntamiento’s list asks Europeans for the green certificate together with their passport or ID card, so in the city, plan to register at C/ Gerona s/n before going to the Casa Consistorial. Non-Europeans can register on the padrón with their passport, and the volante then joins the folder for their fingerprints for the TIE. If two offices seem to ask each for the other’s paper first, request a consultation before you book.

  • The hoja de solicitud de inscripción padronal, the registration form, completed and signed by every adult being registered
  • Proof that you occupy the home: the title deed, the lease, or a current contract or bill for a landline, internet, water, electricity or similar, plus a recent bill if the contract is old
  • If you show a supply contract or bill and do not own the home: the authorisation of the owner or of the tenant named on the lease, with their identity document and the lease (form 03 on the sede)
  • Europeans: their green certificate, which the page calls an entry in the Registro Central de Extranjeros at C/ Gerona, with a passport or national ID card in force
  • Everyone else: a residence card or a passport in force
  • Children: the signatures of both parents sharing custody, or of the parent with custody and the custody document; a foreign child’s passport in force or NIE, or the Libro de Familia for a newborn
  • Acting for someone else: your own ID and the representation form (form 02 on the sede)

After you register, and renewals

Registration is free. If the Ayuntamiento does not answer within its legal time limit, its page treats the registration as accepted.

Non-Europeans who do not hold permanent residence must renew their entry periodically: the sede procedure “Renovación padronal extranjeros no comunitarios” asks for the application, a passport or residence card in force, and the lease or deed (original and copy), and can be done at the Casa Consistorial or online, free of charge. If a letter tells you that your entry has lapsed (“baja por caducidad”), that renewal is the procedure to use. Foreigners whose periodic check of residence is pending use “Confirmación padronal extranjeros” instead.

Help for newcomers

Next door to the Oficina de Extranjería, at C/ Arzobispo José Delicado 8, the Ayuntamiento runs the Centro de Atención al Inmigrante (CAI): 983 344 343, cai@ava.es. Since April 2026 the town hall itself issues the integration reports used for some kinds of arraigo, and the CAI answers questions about them. For family reunification, the Ayuntamiento issues the housing report that the Oficina de Extranjería needs and forwards it there itself.

Every resident also has a Centro de Acción Social (CEAS), the municipal social services centre for their address, reached by appointment through 010. The Ayuntamiento offers free intercultural mediation for disputes between neighbours (010 or mediacionintercultural@ava.es) and publishes a yearly resource guide for immigrants. The Junta de Castilla y León’s network for immigrants lists more centres in the city, most of them run by NGOs and unions.

For Spanish, the Escuela Oficial de Idiomas de Valladolid, the public language school at Avenida de Segovia 48, teaches Spanish as a foreign language from A1 to C1, and the University’s Centro de Idiomas runs fee-paying Spanish courses throughout the year. Exchange students can turn to the University’s international office, in the Casa del Estudiante on C/ Real de Burgos.

Outside the city

Each municipality keeps its own padrón. If your home is in Laguna de Duero, Arroyo de la Encomienda, Simancas, Zaratán, La Cistérniga, Tudela de Duero or Medina del Campo, you register at that town hall, under its own procedure; we did not read their pages, so ask there before you go. In Medina del Campo, the Junta’s network lists an information point for immigrants at the Ayuntamiento, C/ Juan de Álamos 5 (983 811 020).

Questions on The padrón in Valladolid

Empadronamiento Valladolid: do I need an appointment?

Not according to the Ayuntamiento: its offices have served people without cita previa since May 2023. One sede page, for the reunification housing report, still mentions an appointment; ask on 010 if that is your case.

Does registering give me the right to stay?

No: the padrón shows your address and nothing else. Residence comes from the green certificate, or from a visa or authorisation and then the TIE.

I rent a room in a shared flat. What do I bring?

Your passport, TIE or, if you are European, your green certificate with your ID; and the lease, or a supply bill with the authorisation and ID of the owner or of the main tenant.

Does it cost anything?

No. Registering on the padrón is free.
