Who passes through this lock
Every European who makes Valladolid home: an Italian engineer hired by a firm on the edge of the city, an Erasmus student staying the whole academic year, a Portuguese couple who retired to Simancas, the French partner of a teacher at a local school. Each adult registers in their own name, and each child too.
Coming for a few weeks at a time while your life stays in another country? Then you do not register. The bare number, requested on the EX-15, is enough for a contract or a purchase.
Your basis for staying, and its proof
The EX-18 asks you to state why you are entitled to stay. The evidence depends on the box you tick:
- Employee: your job contract, or a paper from the employer confirming your Social Security registration
- Self-employment: the papers showing your autónomo registration, with the tax agency and with the Seguridad Social
- Student: proof of enrolment, health insurance (often the European Health Insurance Card), and a signed declaration of sufficient resources
- Neither working nor studying: evidence of enough resources for the whole household, plus public or private health insurance
- Relative of a European already registered: the family certificates, and that person’s own registration
Booking, and the morning on Calle Gerona
On policia.es, the brigade on C/ Gerona s/n includes “régimen comunitario”, the Spanish name for the residence rules of Europeans and their relatives, and the Delegación del Gobierno counts the issue of this certificate among the procedures done at police offices. Book the EU registration certificate through the cita previa for Valladolid, pay the Modelo 790 código 012 beforehand, and arrive with originals and copies.
If your papers are complete, the certificate is generally handed to you at that same appointment. Check it before you walk out: name, address and NIE should match your documents.
Holding the certificate
There is no photograph on the green certificate, so it never stands in for an identity document: show it alongside your passport or national ID card. A move to a new address in Spain, or a change in your situation, should be reported to the police to keep your registration up to date. After years of continuous residence, Europeans can ask for the certificate of permanent residence.
In the city, the certificate is also what the Casa Consistorial asks a European to show before putting their name on the padrón. And if your spouse, partner or child holds a non-EU passport, their own card for a European’s relative rests on your registration, so yours comes first.
