Which relatives qualify
- A spouse
- A registered partner, or a partner in a stable relationship you can prove
- Children and grandchildren, while young or while they depend on the couple
- Parents and grandparents who depend on the couple
- In some cases, other relatives who depend on the European or share their household
The first level: your relative’s green certificate
Your card rests on the European’s right to live here. In practice, they should be registered first, with their own green certificate from the brigade on C/ Gerona, showing work, studies, means or another basis. If they have not registered yet, start there.
Proving the link
For a couple: the marriage certificate, a partnership registration, or evidence of a lasting relationship. For children: birth certificates. For dependent relatives: proof of the dependence. Papers from abroad generally have to be apostilled or legalised, then translated by a sworn translator. Request them before anything else, as they tend to hold the file up longest.
Two offices, one after the other
The Delegación del Gobierno’s page counts the family card of EU citizens among the tasks of its Oficina de Extranjería, Calle Arzobispo José Delicado 7, 47014 Valladolid (983 999 222), which opens between 9:00 and 14:00, Monday to Friday, and receives applications only by appointment. The EX-19 file is lodged and decided there.
When it is granted, the card itself is produced by the police: book fingerprints for the TIE at the brigade on C/ Gerona s/n, which policia.es lists for TIE issue, through the cita previa for Valladolid, and come back later to collect it. In the meantime, the file’s progress can be checked online.
A Spanish or a non-EU relative
The EX-19 card is not for the relatives of Spaniards. Since the reformed immigration regulation came into force in 2025, a Spanish citizen’s non-EU spouse, partner, child or parent applies for an authorisation of its own (residencia temporal de familiar de ciudadano español). Where Valladolid takes it, the Delegación’s page for Castilla y León does not yet say, so ask before you file. And if your relative is not European at all, the route is family reunification (reagrupación familiar), which the Oficina de Extranjería lists.
